Dr. Prafulla Kumar Mohanty is a distinguished academician, legal expert, and an inspiring leader whose contributions have left an indelible mark on the fields of education and law in Odisha and beyond. His illustrious career, spanning decades, reflects his unwavering commitment to academic excellence, legal scholarship, and public service.
Born in the culturally rich state of Odisha, in Naigopalpur village, Balasore district. Dr. Mohanty displayed an early passion for knowledge and learning. This passion propelled him to achieve academic milestones.
Education and Academic Achievements
Dr. Prafulla Kumar Mohanty began his educational journey at Baharda, where he demonstrated exceptional academic prowess by securing top marks in every subject, establishing himself as a leading personality among his peers.
Continuing his studies at Nuaparhi High School in Balasore, he consistently excelled, earning numerous accolades in sports.
He achieved the 'ME Merit Scholarship', which played a crucial role in supporting his education due to financial constraints. Having brilliant career he got 1st Division in H.S.C,Intermediate and Post Graduation level.
Completed his Graduation with Hons and Distinction in Economics. He further earned Master's degree in Economics, M.Ed.(Geog), LL.B, LL.M and a Ph.D. in Law.
Despite financial challenges, Dr. Mohanty displayed remarkable resilience by undertaking private tuitions to fund his higher studies, paving the way for his future academic and professional success.
Rofessional Achievements-
Dr. Mohanty’s career is marked by a series of exemplary achievements:
- Selected as a Research Scholar at IIT Kanpur, Uttar Pradesh.
- Began his teaching career as a Lecturer in Economics at P.S.M.V., Suliapada, Mayurbhanj.
- Joined the Odisha Secretariat Service (OSS Cadre) in 1992 as a Junior Assistant.
- Promoted to Assistant Law Officer in 2010, and later as a Law Officer in the Finance Department.
- Currently serves as a Legal Advisor in the Finance Department, Government of Odisha (since 2022).
- Joined in High Court Bar Association, Orissa High Court, Cuttack

Dr. Mohanty has contributed significantly to academia through his research and publications:
- Achievement of Class-X Students in English in Bhubaneswar Municipal Corporation – Effect of Attitude.
- Right to Personal Liberty of Prisoners in India.
Spiritual Journey and Community Work
Dr. Mohanty’s spiritual journey is deeply inspired by Swami Vivekananda and Sri Sri Thakur Anukulchandra, whom he regards as his Living Ideal. A dedicated activist of Satsang, he emphasizes the transformative power of meditation and the holy name in fostering peace, harmony, and spiritual growth.
Actively engaged in social work as an S.P.R. (Saha Prati Ritwik).
